A. decided, in 1896, to organize their long-standing program of lectures and evening courses into an Evening Institute for the city's growing population of young men who lacked the means to attend a private college. A. were acting within a broader movement among the nation's Ys that produced a number of schools and colleges in the early years of the twentieth century. But the directors were animated by more than Christian concern for the well-being of young men from rural and immigrant backgrounds.

A "philosophical course" that omitted requirements in classical languages was initiated, and an engineering program was started. Tufts's evolution into a school for local boys provided a basis for subsidies from the state, which greatly aided the college during the nineteenth century. The pattern of adding programs to reach new groups expanded during the long presidency of Elmer Capen from 1875 to 1905. A contemporary of Eliot, Capen, like his Harvard colleague, was impressed with the university form of organization.

D. became the standard credential for faculty status in Arts and Sciences. Eliot was aided by the fact that his presidency coincided with a period of local prosperity and a spirit of philanthropy among citizens that brought large donations to the university. Eliot's Harvard paid the best salaries in American higher education and acquired academia's most extensive library and largest endowment. These resources enabled the college in Cambridge to attract leading scholars from the United States and Europe, who, in turn, drew students from beyond New England.
